HR&A adapted the Talking Transition model to create and execute NYC Speaks, the largest civic engagement effort and policy survey in New York City history, designed to amplify the voices of New Yorkers on critical issues.

Miami-Dade, FL

HR&A adapted the Talking Transition model to execute “Thrive305,” the largest public engagement initiative in Miami-Dade County government history.

Harris County, TX

By incorporating public participation into the county executive transition process, Talking Transition allowed the incoming Hidalgo administration to tailor policy initiatives based on public needs.

Washington, DC

In Washington D.C., HR&A planned and executed a second public engagement survey coinciding with the 2014 mayoral transition. On behalf of OSF and a consortium of District-based grantees – including the Urban Institute, the National Institute for Civil Discourse, DC Vote, and DC Working Families – HR&A designed a survey instrument and identified methods for survey deployment to 8,500 respondents. HR&A assessed survey data and synthesized results for public dissemination, including a citywide 21st-Century Town Hall presentation and report for Mayor Bowser.

HR&A led the design and implementation of Talking Transition NYC, transforming the usual closed-door political transition of New York’s Mayor de Blasio into an opportunity for broad public engagement around mayoral priorities.
